Positive Access Corporation develops and markets products and solutions that enable our customers to accurately interpret the digital information from the magnetic stripe and 2D bar code images on driver's licenses and state-issued identification cards.

Positive Access Background

Positive Access Corporation was founded in January, 2000, for the purpose of further developing and moving to new platforms the operating software and technology of the MinorChecker® System. The MinorChecker System was originally developed in 1994 by CommStar, Inc.

Positive Access shares office space and maintains a strategic alliance with CommStar, Inc. Positive Access plans to leverage CommStar's core competency in card reader technologies and its proven capability to research and develop new products based on card reader technologies.

Fred Zimmerman

Chief Executive Officer, Director-Founder

Fred is a senior manager and founder of FKC&E, Inc., a marketing and technical consulting group formed in 1985, and is currently a director of two companies involved with data communications products and services - ATM Communications International, Inc., and CommStar, Inc. He was a founder and COO of Wordtronix, Inc., a firm which developed a low cost word processor. His prior experience includes tours as Vice President of marketing at DataCard Corporation and various marketing and technical positions with Twin Cities electronics companies since 1972. In prior assignments, Fred worked with the Computer Services Department of E.I. Dupont deNemours & Company and was an officer in the U.S. Navy Submarine Force. Fred has a B.S. in Engineering.

Charles Bacas

Chief of Market Development, Director-Founder

Charlie was instrumental in the development of the MinorChecker® System. He also helped develop a product effectiveness study of the system conducted by the National Highway Transportation Safety Agency. He founded MCS Marketing in 1997 to nationally market the MinorChecker® to the alcohol beverage and tobacco retail sales industries. His background includes top level state government positions in Pennsylvania, including Chief of Staff to the Majority Leader and Speaker of the State House and Secretary for Policy and Planning to a former Governor. His government relations background includes the founding of his own consulting company in 1994, and, prior to that, consultant with the law firm of Klett Lieber Rooney and Schorling. He has represented, among others, Honeywell Corporation, General Electric, TV Guide and the Pittsburgh Steelers, and has had extensive civic and community involvement. Charlie began his career as a newspaper reporter and editor, working five years for a midsize daily in Pennsylvania. He majored in English at Boston University and the University of Massachusetts.

Verne Severson

Chief Technology Consultant

In 1983, Verne founded Forward Research, an electronics consulting firm that specialized in technology research, product design and consulting services for such clients as DataCard Corporation, 3M and West Publishing. In 1987, Verne joined forces with Fred to form CommStar, a firm that has since provided services and developed magnetic stripe card reading products and vending devices for such companies as SmarteCarte, Inc. and DataCard Corporation. In prior assignments Verne worked as Chief Engineer for Wordtronix, and also for AstroCom and Data100. He has a B.S. in Electrical Engineering.
